Energy utilities have a long history of providing ‘one size fits all’ consumer services as a way to minimizing their costs, a situation not long ago also prevalent in telecommunications. And energy utilities, following deregulation, copied the pattern provided for them by the telcoms industry when they initially developed competition based almost completely on price.
