Our Spectrum Community has been quiet for the past few weeks, after the push to complete our technical reports TR170 and TR171. Those of us on the East Coast of the US had a first hand experience of a disaster response use case on Aug 23. It was a 5.8 magnitude earthquake centered 100 miles southwest of Washington, DC. In January, Qualcomm and Nokia wrote a joint response to the European Radio Spectrum Policy Group regarding their consultation on a draft Opinion on Cognitive Radio Technologies. In a recent ex-parte filing with the US Federal Communications Commission (FCC), T-Mobile and Sprint presented analysis of LTE Release 8 which illustrates how the standard can support priority access by the public safety community. A few weeks ago the US Federal Communications Commission issued a Notice of Inquiry (ET Docket No. 10-237, "Promoting More Efficient Use of Spectrum Through Dynamic Spectrum Use Technologies"). At the monthly Gov’t/Defense telecon yesterday, I introduced a topic that I hope we will be discussing more in the coming weeks and months: spectrum management. In the US, the FCC National Broadband Plan calls for spectrum policy reform to support innovation in wireless broadband.
