Cloud & New Services Initiative

Enterprise Cloud Leadership Council


The Enterprise Cloud Leadership Council is the TM Forum’s group of “buy-side” companies which are the elite of cloud computing, the proven leaders and technology visionaries. The ECLC is a practical, results-based body comprised of many of the world’s largest multi-national companies and government bodies, dedicated to sharing actionable best practices, standing up real-world reference implementations and advancing the adoption of enterprise cloud operating models. The ECLC’s mission is to accelerate the realization of a new era of IT transparency, efficiency and agility.

An exclusive group of over 20 cloud thought leaders across multiple adjacent industries (financial services, pharmaceutical, aerospace, government & defense, manufacturing, advertising and more)  are currently members of the ECLC.  This group is working on specific priorities to reduce IT expenditures and speed time to roll-out of cloud capabilities in their organizations.  They are working together because they firmly believe that the only path to scalable cloud services implementation in the enterprise includes utilizing repeatable and standardized terminology, processes, operational methods, and interactions with cloud services suppliers. They are working within TM Forum to make these operational standards a reality because of our extensive experience in tackling these challenges in other industries and the foundation that we have to start with as a result.

TM Forum’s ECLC is expanding rapidly, and with this expansion, they are defining use cases and requirements with input from an ever increasing array of verticals (pharmaceuticals, advertising, defense, manufacturing, finance, etc.).  The group is highly focused on defining requirements for Physical Infrastructure (Virtual Private Cloud, Database as a Service), Usability, Charging, Service Levels, Service Definitions and Management Interaction – the leading areas identified by enterprises as their needs for successful deployment of scalable, cost effective cloud services.

Enterprise Cloud Leadership Council Mission

  • To foster an effective and efficient marketplace for cloud compute infrastructure and services across all industry verticals and global geographies
  • Accelerate standardization and commoditization of cloud services, and identifying common commodity processes best consumed as a service
  • Solicit definition for standardized core and industry-specific SKUs for cloud services
  • Achieve transparency of cost, service levels and reporting across the ecosystem
  • Enable benchmarking of services across service providers and geographies
  • Enable vendor measurement against normalized and agreed service level metrics

Membership Criteria

Members of the ECLC must meet specific criteria in order to be accepted into the group

Membership Criteria:

  • Your company must be a member in good standing of the TM Forum
  • The ECLC is a senior executive group therefore the individual must be of the CIO level (or equivalent) or their designee.
  • The ECLC is designed to represent to voice and requirements of Cloud Service buyers independent of sellers’ positions or consideration. Thus ECLC members attempting to influence the group’s agenda or decisions so as to favor any particular seller of cloud products and services may be removed from the group.
  • Membership of the ECLC is restricted to those individuals who are buyers of ‘commercial’ (i.e. available on the open market) cloud products & services. Applicants who buy their own company’s cloud products or services to provide cloud capabilities to their corporate users are not normally eligible.
  • To help preserve independence of the Council, applicants from market leading suppliers of Cloud Services are eligible to apply but they must convince the Membership Committee their company affiliation will not play a part in their involvement on the Council. Members found to be abusing this privilege will be removed from the Council.
  • The ECLC aims for a spread across a number of industries (e.g. Financial Services, Pharmaceuticals, Consumer Goods, Energy, Manufacturing, Media, Aerospace and Government/Defense) and will take such spread into account in its admission criteria.
  • Membership decisions are at the discretion of the ECLC, which in turn operates under the guidance of the TM Forum Board of Directors.
