Open OSS Program Team

The purpose of the OpenOSS Programme Team is to promote, develop, and maintain a collaborative, Open Source environment, from which multiple business-driven projects can create, test, and establish a toolkit of publicly available, reusable NGOSS software components and artefacts. The processes undertaken to test, develop and realise TM Forum standards utilise only a small portion of the TM Forum community, which can cause lengthy lead times. Moreover the testing, development and implementation of TM Forum standards are primarily performed within catalyst projects that discontinue upon completion, or internally within companies where the results are not widely visible to the community, thus reducing the impact on the take-up of the standards. An Open Source approach in the TM Forum context will help:

  • Expedite the realisation and deployment of NGOSS by Service Providers
  • Validate and provide feedback on standards
  • Automate some of the NGOSS lifecycle processes
  • Encourage the rationalisation and reuse of common infrastructure components

The TM Forum’s OpenOSS Catalyst marks the start of an exciting new phase in the development of OSS integration standards and solutions. By making use of open source software, the OpenOSS Catalyst enables a more open collaborative experience and wider promotion of OSS standards, which can only add value to the significance and development of OSS standards for the Telecommunications and IT industries.

Open Source Project Governance

The use of Open Source presents a slightly different way of working for those members who participate in TM Forum Open Source projects in that the normal TM Forum rules of engagement do not adequately cover the donation, development and use of Open Source. Consequently the OpenOSS team has developed six documents which, together with the Apache License 2.0, comprise the additional governance required of Open Source projects within the TM Forum.

These documents are:
Governance Process for TeleManagement Forum Open Source Projects: This document sets out the rules of engagement for TM Forum Open Source projects. This document must be read and understood by all parties wishing to participate in the TM Forum Open Source projects.

The Apache License Version 2.0: This is the license under which all open source artefacts are governed. It sets out the definitions, the terms of the copyright license and the rules surrounding the use of the license. This document must be read and understood by the Contributor, Individual or Corporate.

Source File Conventions for TeleManagement Forum Open Source Projects: This document defines the conventions under which the donated code and the documentation which accompanies that code are governed. In particular, it defines the “Code Boilerplate Notice” and the “Documentation Notice”. Each code submission must contain the Code Boilerplate Notice and any supplemental notices. Each documentation submission must contain the Documentation Notice and any supplemental Documentation Notices.

Software Distribution Conventions for TeleManagement Forum Open Source Projects: This document defines the conventions under which new software distributions are governed. In particular, it defined the “NOTICE” file. Each new software distribution must contain the NOTICE file.

Individual Contributor License Agreement for TeleManagement Forum Open Source Projects: This document clarifies the intellectual property rights of the Individual Contributor and the TM Forum. A copy must be signed by each Contributor indicating that he or she has read and understood the content of the agreement and has agreed to abide by the terms set out in the agreement. This document must be signed by each individual wishing to contribute Open Source.

Software Grant and Corporate Contributor License Agreement for TeleManagement Forum Open Source Projects: This document clarifies the intellectual property rights of the Corporate Contributor and the TM Forum. A copy must be signed by each Contributor indicating that he or she has read and understood the content of the agreement and has agreed to abide by the terms set out in the agreement. This document must be signed by each Corporation wishing to contribute Open Source.

License Agreement for TeleManagement Forum Open Source Projects: This document grants the TM Forum a license to use the contributed Open Source. It must be signed by a representative of the original Licensor of the Code. That is, the Individual or Corporation who owns the code to be donated.
