Does the TM Forum fund any research?

Specifically, my organisation is seeking funding to analysis and provide a practical solution to managing DVB networks (specifically, the S2 and RCS variety including various multi-media, interactive and content-on-demand service offerings) that is consistent with the TM Forum standards for eTOM, SID and TAM.

No, I am sorry, the TM Forum does not fund research.  The Forum provides a collaboration program and leagal framework that enables its members companies to carryout joint research projects

I just saw this post. My name is Craig Gallen and I have just finished my doctorate at the University of Southampton. A significant part of my research concerned the paplication of NGOSS to DVB-T networks in the UK. This was done with Arqiva who have the contact to broadcast the BBC. It looks like similar work to the work you are interested in. The TM Forum does not ( Yet) provide research funding but there is a TM Forum University lieson program which at lest allows a window from research communities into the TMForum's activities.
