FMH report version 1.0

Dear all,

As per the agreements in the FMH Joint Work Group, version 1.0 of its report has been sent to 3GPP and TM Forum.

This report is available as document S5eTMF0178 in http://webapp.etsi.org/meetingDocuments/ViewDocumentList.asp?MTG_Id=28677

A cover letter, which comprises a proposal on further processing of the report, is available as document S5eTMF0177 in the same directory.

The JWG will now suspend its operation, waiting for responses from 3GPP and TM Forum on the report.

Many thanks to all who participated in the JWG and contributed to the result; in particular to those core team members who attended all calls and participated in all face-to-face meetings.

It should be noted that the ToR document for the JCG, which is agreed output from the Zurich meeting, states: “The NGMN NGCOR Requirements document is considered to be an important source of requirements for the project [that is the Converged Management of Fixed & Mobile Networks Project, LM] but any Requirements provided by JCG members will also be considered as potential inputs for the project”

So, your statement that “the JCG is specifically focused on NGCOR” is correct for now, but that may change in the future.

The Next Generation Converged Operations Requirements (NGCOR) is being produced by the Next Generation Mobile Networks (NGMN) Alliance. The goal of the NGCOR is to help service providers harmonize and standardize EMS-NMS interfaces to allow for more efficient and effective management of converged operations, i.e. operations that span fixed-mobile networks. The SPs have recognized that in order to provide quality service to their customers, they need the ability to manage operations end-to-end across their networks, and hence the drive for harmonized interfaces.

The NGMN invited 9 SDOs and industry organizations to an initial meeting in San Francisco in July to introduce the work. A follow-up meeting was held in Zurich in November, and out of that meeting came a proposal form a Joint Coordination Group (JCG) to work with the SDOs and other industry groups as they address the NGCOR. The primary goal of the JCG will be to monitor the progress of work on the NGCOR throughout the industry standardization groups, look for areas of overlap, and coordinate joint working groups between SDOs to work on those areas if necessary.

Feedback has already been provided from the partners of NGMN and other SDOs on the initial draft of the NGCOR - a new release of the requirements will be made available shortly. I think it is important to realize that the JCG is specifically focused on NGCOR; this is not meant to be a general coordination group between SDOs; in other words, the JCG will not facilitate “convergence” in general. This was one of the key outcomes from the Zurich meeting – we did not want to create a “meta-SDO” that would try to coordinate all convergence activities, as that seemed too ambitious.

Hi Bill,
I am still tryign to find my way around in this,, any help is much appreciated.
I seem to think that by the very defintion of the term there can and must be only one convergence effort. Since we get our impetus for convergence from NGCOR requirements, maybe all convergence efforts should source from this.
Granted, we may come up with additional requirements that we dont see in the NGCOR ones and why not in that case just feed it back to NGCOR.
A well defined and ahdered to governance is critical especially in convergence where there is an increased risk of divergence due to the inherent mulitplicity of composnets we would have to necessarily deal with.
If i understand it correct, (please correct me if i am wrong), NGCOR and this group will provide guidance on the requirements to identified project teams who will design and implement the same. It would help if the combined governance ensures that there is little redundancy and maximum collaboration and reuse of concepts.

I don’t believe there is a general harmonization effort at the moment, but there are specific efforts underway in particular areas. For example, there is the FAST sub-team that is exploring model federation (although this is not officially in conjunction with other SDOs), and there is a team within the TIP group that is exploring semantic alignment among BBF, MEF, and the TM forum with regards to Ethernet Services. There are also other examples in the Cloud and Cable initiatives of inter-SDO cooperation/harmonization as well. I think the answer to your question is that there is no general inter-SDO federation effort underway at the moment in the Forum, but there are bits and pieces that are leaning that way.

Thanks so much for that description.. Now i understand better.
Wthin TMF, Is there a more general convergence effort across network domains, where there is freedom to go beyond NGCOR if need be, or does TMF see NGCOR requirements as handling pretty much all of convergence?
One of the aspects is:
1. Harmonizing across SDOs is one thing while
2. A particular OSS level SDO such as TMF federating across more technology oriented SDOs such as MEF, 3GPP IEEE is another thing.
Across SDOs scenario currently, at TMF, is primarily driven by NGCOR it appears, how about the second one, OSS level fedaration, where is there is lesser interdependency.
