Strategic Operating Plan
TM Forum’s Strategy and Operating Plan is reviewed annually by the Board of Trustees and is a statement of strategic direction for the organization and the principle objectives that the Board wishes to see accomplished over the course of the next two years. In 2024, we agreed to focus our efforts on impact through three industry Missions, and we will report progress at the Annual Meeting of Members in September 2025.
Annual Meeting of Members
The Annual Meeting of Members (AMOM) is a great opportunity for our members to understand the collective achievements in the Forum over the last year and hear about our future plans. All Members can join, but only Corporate Members can vote and participate in making important decisions, including approving the appointment of Trustees to TM Forum’s Board. Bylaws
All TM Forum Member companies are bound by TM Forum Bylaws. These Bylaws govern the management and operation of the Forum. Members are expected to understand the bylaws and support them in their dealings within the Forum.
Intellectual Property Rights (IPR) Policy
The TM Forum Intellectual Property Rights (IPR) Policy promotes broad adoption of TM Forum Final Standards while balancing the interests our Members and other stakeholders by preventing IP hold-ups and fostering innovation.

Whistleblower Policy
TM Forum’s Whistleblower policy is intended to support an ethical and open environment, by encouraging and enabling Members and Partners to raise serious concerns about the occurrence of illegal or unethical activity internally so that TM Forum can address and correct inappropriate conduct and actions.
Antitrust Policies and Guidelines
TM Forum’s Antitrust policy and guidelines govern member companies and their representatives in connection with their activities as members, and participants in the work, of the Forum.

Neutrality
TM Forum strongly condemns any acts of violence and aggression. However, as a neutral, global not-for-profit, industry association, we cannot, and do not, comment or align with any position in a geo-political conflict. As a U.S.-incorporated organisation, we work hard to ensure compliance with U.S. laws and all applicable laws in the countries where we do business. TM Forum exists to enable open collaboration and co-innovation across the global telecoms and tech industry. Time and again, our industry has demonstrated the socio-economic value of global agreement on common standards, without borders or prejudice. Any unilateral decision to apply further penalties on our Members beyond Government-mandated sanctions sets a precedent that undermines our neutrality.
