In the fast-evolving automotive industry, automakers must enhance vehicle performance while improving user experiences. Existing solutions are fragmented, with limited connectivity and scalability, therefore hinder real-time services such as traffic management, collision prevention, and immersive in-vehicle experiences. To overcome these challenges, we have developed an AI-enabled Vehicle-Road-Cloud Collaboration System, transforming the network into a seamless, intelligent ecosystem that unifies infrastructure, vehicles, and users. This Catalyst will support operators in achieving the goal of sustainable revenue growth by constructing an integrated Vehicle-Road-Cloud Collaboration System, while also making contributions to TM Forum assets. By providing services, such as opening APIs of real-time traffic data, it delivers precise traffic data to urban regulators, intelligent driving enterprises, and research institutions. This assists in efficient urban governance, enhances autonomous driving coordination efficiency, and accelerates AI algorithm development and related research. It expands commercial use cases, enables data monetization, and directly drives over 20% annual income growth in value-added services of vehicle networks and smart city applications. It also strengthens operators’ influence and competitiveness in transportation domain and technology field. This project illustrates how the operator can play an important role in the new smart mobility ecosystem and the intelligent transportation value chain. It also defines a clear path for commercial value realization, demonstrating how both operators and automakers can reap the benefit within the evolving transportation landscape.

1. Background Limit to the perception and decision-making capability of single vehicle, it is difficult to handle the problems such as information islands, insufficient coordination, and long-tail scenarios like extreme weather condition and sudden traffic accident. Vehicle-Road-Cloud Collaboration can break through the limitations of single-vehicle-intelligence, and improve the safety and efficiency of autonomous driving through information sharing and collaborative decision-making. For large-scale commercialization, the integrated vehicle-road-cloud system still faces multi-dimensional challenges, such as high deployment cost, unclear business models and lack of capability opening platform. It requires comprehensive evaluation across technical maturity, business models, collaboration mechanisms, and cost coverage. There are 3 champions(China Telecom Corporation、Tianyijiaotong Technology and Zhito Technology) and 3 participants(ZTE Corporation、China Telecom Fufu Technology and Primforce Technology) contributes to this project. * China Telecom's 5G network evolution strategy is highly coordinated with Vehicle-Road-Cloud Collaboration solution of this Catalyst project, which meets the requirements of Vehicle-Road-Cloud Collaboration by upgrading the existing network infrastructure (such as AI-RAN, O-RAN, low altitude sensing, etc.), avoids redundant construction, and achieves win-win in technology and commercial value. In terms of business drivers, through API driven services, China Telecom can provide customized network solutions for automotive companies. In terms of industry demand, China Telecom's cloud-network operating system and Kunlun Cloud Network Capability Open Platform integrated various capabilities such as connectivity, computing power and data, providing a solid technical foundation for the prosperity and development of the V2X industry. * Tianyijiaotong Technology, as an important partner of this Catalyst project from the field of Vehicle-Road-Cloud Collaboration, follows the strategic guidance of "Digital China" and " Build China's strength in transportation". Its business domain is highly aligned with the project goals. By building a "cloud-edge-end" collaborative architecture, Tianyijiaotong has created a full stack capability system covering perception, computing, network, and platform. This system not only provides a solid foundation for the development of Vehicle-Road-Cloud Collaboration, but also forms a deep complementarity with the Vehicle-Road-Cloud Collaboration solution in this project. In the future, Tianyijiaotong will construct a unified national Vehicle-Road-Cloud data operation platform to empower the industry solutions through data, which will greatly promote the integration and application of Vehicle-Road-Cloud data in this catalyst project, and drive the project to a higher level of development. * Zhito Technology, as a key participant in this Catalyst project from the field of autonomous driving, adheres to the strategic goal of commercial vehicle autonomous driving. Its technical roadmap is closely linked to the Vehicle-Road-Cloud Collaboration solution in the project. Zhito fully leverages the advantages of the Vehicle-Road-Cloud Collaboration solution to provide vehicles with more comprehensive environmental information and decision-making support, achieving safer and more efficient autonomous driving through real-time interaction and collaborative work. This commercial model demonstration of vehicle road cloud integration not only verifies the technical feasibility of this catalyst project, but also provides valuable experience for the commercial promotion of the project. The successful practice of Zhito will further promote the in-depth application and development of this project in the field of autonomous driving. 2. Catalyst Innovation Solution This project provides a safer and greener transportation solution to build a structure that will increase the trust in network and communicating technology. It has 3 key advancements. * From “single-point technological innovation" to the system reconstruction of “four-dimensional synergy of vehicle-road-cloud-network” * The construction of a business closed loop from “policy-driven pilot" to “user value-driven”. * From “single-point investment by automakers" to “cross-industry investment sharing for ecological co-construction.” We have deployed in 7 pilot cities nationwide, covering over 1000 kilometers, and currently have 4 potential customers. Practice in Suzhou: Industry's first 5G-based Vehicle-Road-Cloud Collaboration transportation system, empowering autonomous driving and enhancing traffic intelligence,leading the way to establish a smart transportation city. It realized the access and supervision of more than 1000 autonomous vehicles from more than 20 automotive makers, committed to exploring the "digital operation" of car-road information. Practice in Jinan: The first commercialized 5G + IoV project in Shandong Province, creating a demonstration area for Jinan's starting area Vehicle-Road-Cloud Collaboration demonstration point and implementing business scenario application verification. Practice in Zhuhai: The network performance of 5G network for information exchange and collaborative perception of Vehicle-Road-Cloud Collaboration assisted driving services were tested and verified in this practice. Practice in Chongqing: Completed three major functional tests. It provided the technical guidance for the subsequent commercial integration of Vehicle-Road-Cloud Collaboration based on 5G Uu port. 3. Outcome Achievement From the business perspective, it can drive 20-30% cost savings and 15-25% API driven revenue growth. We explore an innovative Vehicle-Road-Cloud value chain with detailed value analysis of operators and other stakeholders. Meanwhile, we provide a forecast of CSP API-driven revenue growth to demonstrate that the opening of vehicle-road-cloud capabilities can bring operators annual revenue growth. Ultimately, we accelerate innovation, raise cost efficiency and offer carriers new revenue streams through cross-industry collaboration, user–centric subscriptions, and data monetization. From the wider industry and society perspective, this project fosters interoperable ecosystems, unlock new markets in smart infrastructure and green tech. Moreover, it reduces the traffic fatalities and expands affordable mobility, providing a safer, greener transportation solution and building trust in network and communication technology.
