The purpose of this document is to describe an API Governance Practice for use by the TM Forum API Program to manage the development of the TM Forum Open Digital API catalog.

The purpose of API Governance is to create a consistent approach to developing an API catalog across processes, standards, policies, and guidelines while putting compliance mechanisms and measures in place. This is important when a diverse collection of people from different organizations are working on the common vision of interoperable APIs.

This practice builds on The Open Group Architecture Framework (TOGAF) technical standard for SOA Governance through the SOA Governance Reference Model (SGRM), and is adapted for use by TM Forum.

In this document we describe an API Catalog, a service development lifecycle and the organization of policies, meetings and metrics to move specifications through this lifecycle.
