Measuring Self-Governance for Autonomous Networks v1.1.0 (IG1297A)

Principles for Self Governance drive the strategic Self Governance solution adoption but any such adoption needs to be carefully monitored and measured for successful governance within autonomous networks. Measuring of self-governance needs to be carefully calibrated based on actual implementation and objective therefore it may not be recommended to blindly apply any metric to any autonomous network and then analyze the measurement. Instead, each measurement needs to be in the context of autonomy and the level of governance adopted. This Information Guide provides a framework to define and adopt metrics based on the Level of Autonomy and Governance Level. The proposal includes some sample metrics and needs to be further enhanced in future. Recommendations in this Information guide are specifically for self-governance in autonomous networks and for any generalized implementation.
